This is the problem.

What tool do you use to unpack the tarball?

I asked for "df -m .", which should tell something about the file system.
Is it ext[234], or what else?

Restoration of timestamps is essential for some use-cases; this is one of them.
We still need to find out whether the cause is with the tool or with the file
system.
