This bug is fixed in GiNaC 1.3.5, see this thread for details:

If you can't/don't want to upgrade, you could try this trick:
rm -f ginac/input_parser.{cc,h}
make
(should automagically rebuild those files).
NOTE: you need to have bison version >= 2.3 for this!
P.S.
It is good idea to mention the version of the compiler.
